The PNG files can be used in any photo application that works with layers and transparencies, such as Photoshop, ON1 Photo RAW, Luminar, Affinity Photo, and so on.

Instructions for Photoshop Elements:

Step 01: Open a photo into Photoshop Elements

Start out by opening the photo you want to work on.

Step 02: Place the border as a new layer

Now, go to File > Place and navigate to the PNG photo border you want to apply.

Step 03: Resize the border

Now, use your cursor to resize and position the border so it sits along the edges of the document. Press Return or Enter when finished.
